Abstract
The significance of this study is that it focuses on improving leadership performance in public schools and pursuing a new strategy to enhance teaching and learning district wide. The study addresses critical issues for school districts' policy direction to strengthen the education system and improve students’ outcomes. It also offers essential support for school evaluation that aims to enhance the contribution of professional development and support the comprehensive system to improve district growth.
