Early Life and Education

Julian Morton Carroll was born on April 16, 1931, in West Paducah, Kentucky, to Eva and Elvie “Buster” Carroll as the third out of eleven children. His father, a working class tenant farmer, was forced to retire after the devastation of the Ohio River flood of 1937. Eventually, he found stable work through selling tractor parts, even managing to open his own mechanic shop to support his family. During this time, young Julian Carroll lived with his grandparents, affording him the opportunity to care for his ailing grandfather and offer his parents a financial reprieve from supporting him. [1] While enrolled in Heath High School in Paducah, KY, Carroll represented his school in the Kentucky Boy’s State, a civic affairs summer camp. He was involved in student government, acting as student body president, and graduating as salutatorian of his class in 1950.
After his graduation from Heath, Carroll went on to attend Paducah Junior College, where he would receive his Associates degree in 1952, before moving on to the University of Kentucky (UK) in Lexington, KY. [2] Through training provided by the Air Force Reserve Training Corps., Carroll rose to the rank of Commandant of Cadets, the highest rank of any student afforded to the university. He graduated from UK in 1954 with a Bachelor’s of Political Science degree and again in 1956 with a degree in Law.
While pursuing his education, Carroll he began dating his childhood sweetheart, Charlann Harting, who had attended school with him since the second grade. In 1951, they were married, and later had four children: Kenneth, Patrice, Brad, and Elly. Carroll once famously said about his wife that she "has been a stabilizing influence through the years and kept me from getting too highly regarded of myself.” [3] They held a deep love for one another and Charlann considered herself to be Carroll’s “number one supporter.” [4]
After completing his education, Carroll went on to serve in the United States Air Force for three years as a practicing attorney. He then returned to his hometown of Paducah to practice law and further his legal and political career.
