Abstract/Description

Do regimes commit to international human rights treaties? After these regimes ratify these treaties, do they plan to continue their abusive policies? These are important questions to consider as it directly questions the legitimacy of international human rights law. Commitment can also result in enforcement by the international community, but it is important to consider the strength of the enforcement mechanisms and why a state may think that the enforcement mechanism will have no effect on them. It also questions if a culture of impurity is truly being erased by an international justice cascade towards individual criminal accountability. This paper first analyzes whether states generally comply with international human rights law. Then, it turns to the conditions related to non-compliance.
