Abstract
This study examines how Missouri integrates drone technology into Registered Youth Apprenticeship and Career and Technical Education programs to develop equitable, credentialed pathways into high-skill careers. Grounded in Human Capital Theory, Credential Signaling Theory, and Transformational Leadership Theory, the research explores how emerging technologies intersect with labor market demands, credential access, and instructional leadership. The literature review highlights both national and international models of scalable apprenticeship systems, emphasizing the role of intermediaries, credential alignment, and early STEM exposure. Missouri’s initiatives, including the Top Drone Academy, serve as a case model for workforce-aligned innovation, yet challenges persist in infrastructure, teacher certification, and regulatory coherence. The study uses a triangulated theoretical framework to analyze implementation barriers and identify policy strategies for sustainable growth. It contributes a practice-informed, equity-centered framework for expanding drone-integrated apprenticeships that align education, innovation, and workforce readiness across Missouri’s P–20 landscape. The study aligns with national policy directives, including the 2025 Executive Order on AI, by analyzing how Missouri integrates artificial intelligence and drone applications, particularly in agriculture, into scalable Registered Youth Apprenticeship programs.
