Abstract
To what extent is environmental policy driven by voters? We examine the impact of ballot measures on determining policy in the states. We utilize data from the past fifty years on the environmental ballot measures as well as case studies on three specific measures to demonstrate the key policy issues and role of the voter and key stakeholders in determining policy.
